Trade policy is pursued simultaneously at the multilateral, regional and bilateral levels. The WTO rules, and the principles underlying those rules, are guides to trade policy practice at all levels. The course explains why governments enter into bilateral and regional trade arrangements and debates the domestic and global costs and benefits. The course provides an overview of the principal features of major examples of bilateral and regional agreements in different parts of the world, among countries at various stages of development. Participants will gain an understanding of the key characteristics of these agreements, the kinds of trade and investment rules applied within each of them and the mechanisms each possesses for the application of those rules. The WTO rules affecting regional trade arrangements will be explained in detail, and their strengths and weaknesses examined and debated. Participants will have a close look at how regional agreements interact with the multilateral system and their actual and potential impact on world trade and investment flows.
