This course provides an introduction to the World Trade Organization (WTO). The main topics in this course include the basics of international trade theories and policies, the principles, nature, scope and structure of the WTO, the WTO's trade dispute settlement mechanism and the trade policy review mechanism, the WTO Agreements and their effects on world trade, including the General Agreement on Tariffs and Trade (GATT), the General Agreement on Trade in Services (GATS), and the Agreement on Trade-Related Aspects of Intellectual Property Rights (TRIPS). The course will also examine the relationships between the multilateral trading system and the preferential trading arrangements, and the issues facing the global trading system.
Upon successful completion, students will have the knowledge and skills to:
- Demonstrate a sound understanding of what is the World Trade Organisation (WTO), including its principles, nature, scope and structure
- Demonstrate a solid understanding of the main Agreements, including GATT, GATS and TRIPS, and their effects on world trade
- Demonstrate a sound understanding of the multilateral international agreements and decisions which WTO Member States are required to give effect to in developing their trade policies, legislation and practices
- Demonstrate a sound understanding of how the WTO works as a forum for multilateral trade negotiations, monitors national trade policies, and attempts to resolve trade disputes between Members
- Demonstrate a sound understanding of the relationship between the multilateral trade system and the preferential trading arrangements
- Demonstrate a strong ability to examine the main issues facing the global trading system

Assessment RequirementsThe ANU is using Turnitin to enhance student citation and referencing techniques, and to assess assignment submissions as a component of the University's approach to managing Academic Integrity. In this instance you will be required to submit, alongside the assessment item itself, hard copies of all references included in the assessment item.
Moderation of AssessmentMarks that are allocated during Semester are to be considered provisional until formalised by the College examiners meeting at the end of each Semester. If appropriate, some moderation of marks might be applied prior to final results being released.

Assessment Task 2

This group essay provides you with the opportunity to use the WTO principles to examine international trade policy issues relevant to your country/countries. Students are recommended to consult with the lecturer when they chose the topic. Students will write the paper in groups, each of group members will contribute to the paper. The group essay should be approximately 3000 words in length (excluding data and references) and is due on 31 October.

Each group of students will give a 25-minutes presentation (20 minutes presentation and 5 minutes for questioning) based on the group paper. The presentation is on 9, 16, 23 October.

This is a closed-book examination (2 hours) which will cover all topics with a particular emphasis on lectures 6-8. The time, date and location of the examination is to be advised.

Hardcopy SubmissionFor some forms of assessment (hand written assignments, art works, laboratory notes, etc.) hard copy submission is appropriate when approved by the Associate Dean (Education). Hard copy submissions must utilise the Assignment Cover Sheet. Please keep a copy of tasks completed for your records.
Late submission of assessment tasks without an extension are penalised at the rate of 5% of the possible marks available per working day or part thereof. Late submission of assessment tasks is not accepted after 10 working days after the due date, or on or after the date specified in the course outline for the return of the assessment item. Late submission is not accepted for take-home examinations.

Extensions and PenaltiesExtensions and late submission of assessment pieces are covered by the Student Assessment (Coursework) Policy and Procedure The Course Convener may grant extensions for assessment pieces that are not examinations or take-home examinations. If you need an extension, you must request an extension in writing on or before the due date. If you have documented and appropriate medical evidence that demonstrates you were not able to request an extension on or before the due date, you may be able to request it after the due date.
Distribution of grades policyAcademic Quality Assurance Committee monitors the performance of students, including attrition, further study and employment rates and grade distribution, and College reports on quality assurance processes for assessment activities, including alignment with national and international disciplinary and interdisciplinary standards, as well as qualification type learning outcomes. Since first semester 1994, ANU uses a grading scale for all courses. This grading scale is used by all academic areas of the University.
