This course examines public policy through the lens of the relationships between First Nations peoples and the state in Australia. The course will explore the shifting relations between First Nations peoples and colonial, state/territory and Commonwealth governments from invasion and colonisation until today, and trace the associated approaches to public policy. It is focused on understanding and assessing significant public policies which affect First Nations peoples.

The course equips students to understand how public policy affects First Nations peoples differently. It investigates the public policy objectives of governments and how these relate to the rights and aspirations of First Nations peoples. It introduces students to the competing interests and key agents that shape the development, implementation, and delivery of public policies that affect First Nations peoples, including First Nations activism for policy change.

The course examines a number of contemporary case studies to illustrate a range of approaches to public policy. Areas covered include agreement making, land rights and native title, economic development, labour market policy and education policy. The course includes guest lectures from First Nations and non-Indigenous experts in a range of public policy fields.

Learning Outcomes

Upon successful completion, students will have the knowledge and skills to:

  1. contribute to the assessment of public policies that affect First Nations peoples in Australia, including through a range of approaches to critical analysis;
  2. understand how the changes to the relationships between First Nations peoples and the state relate to changes to public policy; and
  3. critically evaluate competing interests in Indigenous public policy and the processes of policy-making.

Workload

130 hours of total student learning time made up from:
