Policy makers and public sector managers are increasingly engaged with China. This course prepares current and future public sector professionals for greater engagement with China’s public sector. The course familiarizes participants with China’s policymaking architecture, including its political system, decision-making processes, and policy tools. It addresses the role of the Chinese Communist Party and the functions of different levels of government. The course also discusses China’s most pressing public policy challenges, and offers practical tips for managing relationships and communications with officials from across China’s public sector.
Learning Outcomes
Upon successful completion, students will have the knowledge and skills to:
- Understand the basic workings of China’s political system and policymaking processes, including recent reforms
- Engage with debates on China’s most pressing public policy challenges, including areas of policy innovation
- Know where and how to find reliable information about public policy developments in China
- Develop and apply strategies for engaging with the public sector in China

Workload
This course will be offered in intensive delivery mode over three full days of instruction equivalent to 15 contact hours or 5 x three-hour sessions.
The course short topic lectures with discussion and guest seminars from practitioners with extensive experience engaging counterparts in China.
There will be no pre-reading for the course. MPA students will need to engage with assigned readings for Day 3 of the course and for assessment items two and three.
Total non-contact hours including time spent on assessment tasks are estimated to be 25-30 hours.
